New fishing laws

The new fishing laws are set to come in in october this year. The new laws govern that any person who wishes to fish from a boat for demersal scale fish must pay for a $30 license annually. or a $30 dollar day pass (kind of pointless as you would then have to pay again if the opportunity came up) The only exemption is for children who are contributing to an adults bag limit. What ages are referred to as children? Also the new snapper fishing laws state any person who intends to target pink snapper must pay an additional 50 fee. Also pointless as you can just say you are targeting queen or red snapper and the pinky were a by catch. i am curious what the other laws are about and if i have got any thing wrong please leave a post.
